it says no steroids, but people do that. all right. let's get right to your headlines. queen elizabeth in the hospital this morning for the first time in a decade. she is being treated for the stomach flu at a private hospital in london. it's the same hospital where kate middleton was treated for morning sickness. the 86-year-old is expected to stay there for two days. she canceled her trip to rome as a result. she left the hospital in 2003 when she had knee surgery. in less that two hours police will be finished demolishing where a sink hole swallowed a man killing him. police rescued some of his possessions including the american flag and the bible. >> we have each other and that's all that matters. you never know what one moment is going to bring to the next. >>gretchen: it is unlikely the body of the victim, 37-year-old jeff bush, will be found. arizona state troopers

troopers -- prison on lock don after prisoners got into a brawl. officers were quickly able to break up the fight. 17 inmates hospital, two staff members hurt. visitations are canceled while the officials investigate what started that fight. our secretary of state handed mohammed morsi $250 million in aid. next up he'll meet with mahmoud abbas in the saudi capital today. >>steve: you remember the white house's doomsday scenario if those sequester spending cuts took effect. look at that. president obama and his team now appear to be retreating from those warnings as he signed the order for those budget cuts. sequester cuts on friday.

steve is live in washington on this monday morning. despite the fact the president's cabinet and the president said pretty much the sky was going to fall, it didn't fall. >> not yet. even some republicans, however, mitch mcconnell, the senate minority leader, saying the sequester only imposes modest cuts, though. he's downplaying the size of the sequester, the possible impact of the sequester. nothing on the horizon that could reverse all that. house speaker john boehner saying spending is out of control and the president kicked the can so far down the road we're running out of road. he said it is unfortunate no agreement was reached to head off sequester cuts. >> there is no one in this town who tried harder to come to an agreement with the president and to deal with our long-term spending problem. no one. the fact is the president and senate democrats have done nothing to pass a plan to avert this and to deal honestly with the spending problem the country has.

>> president obama still urging republicans to work with him on a compromise, but the crisis appears to have hurt him. one poll has the president's approval rating down from 51% to 49%. a top white house official said over the we could nobody wins in this situation -- said over the weekend nobody wins in this situation. >> this is not a win for republicans. republicans are supposed to be for stronger national defense. this cuts our military preparedness dramatically. they are supposed to be for border security. these sequester cuts will end up meeting enough reduction in hours that will be the equivalent of 5,000 border patrol agents being cut. they are supposed to be for long term entitlement tprorpl. this does no long term entitlement reform. >> the next crisis comes at the end of the month when the government could shut down if a funding agreement isn't reached at that time. >>gretchen: what would life be without another crisis looming. it seems those are what washington is about as of late. although the speaker of the house, john boehner, said he would not shut down the

government coming up at the end of the month. will we find another compromise? i'm not sure. >>brian: the president has been going around but not with republicans. he wants to get together on some type of compromise, maybe lesson, give some control over on some of these cuts which is 2.4% on the budget. but he also wants them to get together on march 27, which is the day the debt ceiling either goes up or we -- the government stops. so they come up with some type of deal to kick it till september 30. on top of all that, i think it is going to be really important for these sides to get together on one thing, and that is a budget. the house has got a budget due. the senate's got a budget due. and the president's got a budget due. can they go back to the process they used to have of calling each other crazy but then going into a room and working it out?

>>steve: the house is going to start work on their bill today, and it looks as if they could have something passed by wednesday or thursday. the senate is going to take up their bill coming up next week. what's interesting, every time the white house has -- okay, there's a problem in front of us. our solution? raise taxes. raise taxes. it's always about raising taxes. you're about to hear from a couple of republican senators who say not raising taxes per se, but we would be in for raising revenue by closing some deductions and things like that, provided it's done for the greater good of the country. here are senators graham and ayotte. >> we don't need to raise taxes to fund the government. we need to raise taxes to get our nation out of debt. we have $16.7 trillion in debt. we need to clean up our tax code to create jobs by flattening it out. not fixing sequestration with more money. >> if we're going to increase revenue again it's got to go to the debt with real entitlement reform and real tax reform when you

actually lower rates. i think none of that's been in this discussion. so absolutely i think we need to do a big agreement for the country, because we haven't dealt with the fundamental drivers of our debt: the entitlement programs. >>gretchen: they don't sound so unreasonable? i had to read those sound bites verbatim a couple of extra times this morning to make sure i was hearing republicans saying this. we don't need to raise taxes to fund the government. we need to raise taxes to get our nation out of debt. that sounds like compromise to me. that sounds like a position that republicans don't like, which is raising taxes, but saying, hey, we'd be willing to do this if in fact the other side also comes to the table and talks about the big issues, the big elephant in the room -- yes, another e word -- entitlements which so far have been given the complete brushoff. >>brian: the key is the entitlements but not saying cut medicare and medicaid. i think it's the wrong language. i think the right one would be to reconstruct and reform in a way that makes them sustainable.

the minutes you say cut medicare and cut medicaid, you don't like poor people, you don't like people who are struggling. i think that is the wrong message. it is a message the president embraces because he knows where the burden goes to. >>steve: this message came from the c.b.o. in the last week or two and that is why do we need to raise taxes at all? because what they're estimating is that this year the federal government will take in $2.7 trillion. that's an historic amount. the government has never taken in that much money. why would we need to raise taxes? >>gretchen: one of the things about vice president biden is sometimes he says things without exactly thinking them exactly true. like this: >> as i told my wife, we live in an area that's wooded and somewhat secluded. i said, jill, if there is ever a problem, walk out on the balcony here. put that double-barrel shotgun and fire two blasts outside the house. i promise you, who is ever

coming in is not going to. you don't need an ar-15. >>steve: that was some advice he gave on television on-line. and here he is in a quotation to field and stream magazine. he says -- quote -- "my shotgun will do better for you than an ar-15 because you'll want to keep someone away from your house. just fire the shotgun through the door. here's the news. a fellow down in virginia beach by the name of trevor snowden saw a couple of guys with masks and guns outside his bedroom window and fired just as joe biden said. and guess what? he got arrested. >>gretchen: because it's illegal in that particular state. it's also illegal in delaware where the vice president -- >>steve: because the attorney general is his son. >>gretchen: last week we were covering the fact his own son said, hey, dad, before you open your mouth look at the rules on the books because in our state it's not legal.

>>steve: house republicans are introducing a brand-new bill that would make work a condition for collecting welfare. it's a law once enacted under president bill clinton but later gutted under president obama. the hope? that it would help welfare recipients get off government ben if iefits and save taxpayer money. does this bill have a shot? david harsani is the senior reporter for human events. he joins us live here. good morning to you. what's the president trying to do? >> he's trying to expand the welfare state. i think he believes that government is where morality and economic growth flows through, so he'd like to see it grow. >>steve: bill clinton, when he came up with the

path off of welfare, it was like let's get jobs. right? >> i don't think he came up with it. i think the house came up with it and i think he became part of it. and it worked. requiring people to work for welfare. so it's a mystery why obama is undoing those sorts of huge moves forward we had in welfare reform. >>steve: this bill would say you can still get your payments but you don't have to do anything? >> the chances of obama signing such a bill or passing through are very slim. >>steve: ultimately if you want to help people, you help them get a job. it's like that saying, you give a guy a fishing and he eats for a day. you teach a man to fish and he eats for a lifetime. >>steve: i lay out that i think that is not what obama believes. he wants a fair soefplt economic growth is about making it fair for everyone rather than giving more opportunity for everyone. that is why i think the welfare state grows. >>steve: what are the some of the disasters

a.t.f. officer saying i was not allowed to own a gun anymore due to awe in maryland. he said -- due to a law in maryland. >>gretchen: after more review, you found out that because of a fistfight, some sort of altercation you had more than 40 years ago, that that was now on your record and that prohibited you from owning a firearm. do i have that correct? >> that is correct. >>gretchen: what was your reaction? >> dismay and surprise. i guess that was my main reaction. i couldn't believe it. to lose my rights is a bad thing all the way around. i just don't understand that. it was a misdemeanor charge. i paid $100 in fine and $9 court cost. supposedly it was all over after that. >>gretchen: i think a lot of people watching this at home are saying, but, wait a minute, he held a lot of firearms. he went to war for this country. he came back as a hero. why wouldn't you be allowed to carry a firearm now?

>> you find that answer, let me know. >>gretchen: what are you doing about this? i understand this is five years running now that you're trying to figure out exactly how you're going to get to the bottom of this, and so far you've lost some of the appeals; right? >> yes, i have. my attorney is very good, and he took my case pro bono, which was super nice of him. but he said hey, this is wrong. i just can't believe it. this is wrong. i'll take your case. i said that's fine. i appreciate it. >>gretchen: what happens if by chance you might need a firearm in self-defense and you're not allowed to have one? >> pretty much the same thing as anybody else. what are you going to use? a rock? a fist? what's going to happen? if they have a gun, what are you going to do? that's just the way it is. >>gretchen: we did reach out to the a.t.f. they declined to comment on this story, no doubt because it is still tied up in the legal system.

what's your next move? >> going to leave that to my attorney. i believe he's just going to continue on pushing for the court, seeing if we can get this all cleared up. i really don't feel like i did anything wrong. actually before this all happened, i ran into the guy who had beaten me with a ball bat while two guys held my arms, and that's when i got in trouble. i saw him two weeks later on the street and he jumped up and said you want some more? i punched him in the nose as hard as i could. unfortunate police were sitting at the red light and saw a good ounce. that's what happened on that end of the stick. i told the judge, yes, your honor, i did hit him. >>gretchen: at least you told the truth but now you're apparently paying for it. many people will be scratching their heads wondering how you could be on the banned list because of that. thanks for your story. coming up next on the

sequester. >> what the sequester does is it uses a meat-cleaver approach to gut critical investments in things like education and national security and lifesaving medical research. these cuts are not smart, they are not fair. they will hurt our economy. they will add hundreds of thousands of americans to the unemployment rolls. this is not an abstraction. people will lose their job. >>steve: now the president appears to be retreating from those dire warnings. is the media searching for signs of sequester pain and why is the president now backtracking? let's talk to stu varney from varney and company. he is obviously backtracking? >> he is. that was quite explicit in his friday appearance. he is walking back those comments about armageddon, here it comes. and he's continuing to blame the republicans. and he's sketching out a scenario where the economy worsens because of these cuts. >>brian: he already said it. if things go bad, look at the sequester. >> this week you've got a

series of very important economic reports, and they are all almost uniform. they're going to be bad. at the end of this week you'll know we've got a very weak economy. so you can blame the republicans. in fact, what's really going on here is tax increases. the reason that the economy slowed dramatically late last year and continues to slow down this year has nothing to do with sequester cuts that may take effect in the future. it's got everything to do with the tax increases that went into effect on january 1 and the tax increases which president obama is threatening more of as we go down the line. >>gretchen: i think what from us so many -- what frustrates so many americans is nothing seems to get done. instead it's about pointing fingers instead of going to the drawing board and saying hey, how can we fix this? it is all about messaging, they're blaming republicans so they can get away with it, blah blah blah, instead of coming to the table and figuring it out. >> we've got crisis fatigue. there are two sides to the fence here.

the president wants to raise taxes and keep spending as is. that's very different from the republican side which says enough with the tax increases. get on with serious spending cuts. they are very, very far apart. >>gretchen: republicans were on the record yesterday -- we played at the top of the hour -- saying we're willing to increase revenue by reducing some of these tax loopholes if -- if -- we talk about the big spending issues like entitlements. >>steve: and tax reform. >> they are edging towards some kind of compromise way down the road because they have to. >>brian: here is gene sperling, white house economic advisor, on what went into the sequester and what the thought process was. >> this is not a win for republicans. republicans are supposed to be for stronger national defense. this cuts our military preparedness dramatically. they're supposed to be for border security. these sequester cuts will end up meeting enough reduction in hours it will be the equivalent of 5,000 border patrol agents being

so the problem we have is probably in the history of the country, we've never had such a lack of leadership. nobody says come o we've got to get this country going again. let's get in a room. let's get this country going again. taxes are part of that. it's a big part of that. i wouldn't say the only policy and only thing. if you look what we're doing on energy, there is so much potential that the country has that we're just wasting it. >> brian: the governor of north carolina, virginia had a one on one, all the governors were talking and said, can we start drilling off our coast? it would help everybody, including the federal government to get more money. they said, we'll get back to you. i was shocked to see this. "washington post" last week called out the president on his leadership and then bill keller of the "new york times" in an op ed says this, the large mess we are in is in no small part the result of missed opportunities and litcal miscalculations at 1600 pennsylvania. while we await the fate of yellowstone park and food safety, let's contemplate the

road not taken by the white house. wow. the "new york times" is jumping off the band wagon. >> people are really getting tired of the act. it's an act that does nothing. it's an act that blames. it's a class warfare act. people, even the "new york times," and i've been seeing it in the "new york times," they're all getting tired of it. there is no leadership. there is nothing saying where we're going as a country. this country is a drip. >> steve: what keller says is that president obama has blown it. all of his deals show he is a terrible negotiator and talks a little bit about how he makes it seem like the republicans got the best him. i think what they're saying is, mr. president, you're in a mess, you need to listen to u the "new york times." >> i'm not sure when you say terrible negotiator, he's winning certain things, but they're not necessarily things good for the country. the things he negotiates best are bad for the country. obamacare is a disaster for the well-being of this country. there are many things that he's gotten that have not been good

>> steve: welcome back. today crews in florida plan to finish demolishing this house nearly swallowed by a sink hole last week while one man believed to be dead somewhere underneath, he may never be found. 36-year-old jeff bush was swallowed by the earth as he slept in his bed on friday and now the rest of his family is homeless. >> gretchen: joining us to explain what the crew's next steps need to be, sink hole repair expert, billy fernandez. good morning to you. >> good morning to you. >> gretchen: how do you become an expert in sink holes and what happened here? >> what happened here is simply a sinkhole opened up underneath this property, boards below the house, unstable soil, and the house gave way. >> brian: how did it take shape, billy? we understand it was all going on underneath with the limestone and the water.

was this foreseeable? >> there could have been signs around the house for sinkhole activity. you know, on doors and windows that don't close correctly, vertical stair step cracking around the house, cracked tiles, things to look for that could have been absolutely. >> brian: what exactly happens and what happened underneath the ground there that caused the house to sink? >> sinkhole is nothing more than erosion of the soil, fracturing of limestone, like sand in an hour glass. soil falls through, creates pockets, causes instability in the soil, therefore the structure sitting above that, there is movement and therefore, comes damage. >> steve: apparently as we look at live pictures from the site down in florida, apparently the family did notice some signs and they called their insurance company and they had some inspectors come out and said, you're going to be absolutely fine. what parts of america, and in

particular, i know you're an expert in florida, should people be concerned that this could possibly happen at their house? >> here in florida, we care sinkhole insurance. anybody who thinks they have sink hole activity normally gets an inspection. at my company, we do sinkhole inspections. but you need to do a sinkhole inspection if you think you have structural damage or sinkhole activity, we file a sinkhole claim and then the insurance company comes and tests the property. if they deem it a sinkhole, then they give recommendations by an engineer and we do the repairs. >> steve: the tell tale signs you might be over a sinkhole would be what? >> tell tale signs are like i said, windows, doors that don't close properly, a floor elevation problem, broken tiles, vertical stairstep cracks on the exterior walls are usually the biggest signs. >> gretchen: if they called the insurance company and they came out and gave if a clean bill of health, there is going to be a huge lawsuit here. what about the other people who live in this vicinity?

$127 million. gretch, over to you and the doctor. >> gretchen: are you worried about your kids' grades? the answer could lie in what they actually eat for breakfast in the morning. or what they don't eat. a new study released today shows over half of students skipped the first meal of the day and what a detrimental effect that can have on learning. joining me is the former u.s. surgeon general who monitored the nation's health for clinton and george bush administration. good morning to you. >> good morning. >> gretchen: we heard this forever, how important breakfast is. i think what startled me was that 62% of teens are still not eating it. why not? >> well, first, we've heard it forever, but i think we've just now realized how important it is. especially how important it is for learning. therefore, the schools now have a major reason to really push for an environment which kids eat breakfast. sometimes it's just rushing and don't feel they have time. some of them have just never developed a habit of eating breakfast, so they don't have a taste for it.

so we've got to make breakfast more tasty. we've got to make it more convenient, grab and go even. but it's really critical. we realize now we're not just talking about obesity and preventing it. we're talking about learning and what happens to the brain when you do or do not eat breakfast. >> gretchen: part of the study showed kids who eat breakfast and have that energy have better attention spans. >> yes. and better memory. >> gretchen: so obviously those two things then play into better grades ultimately, right? >> definitely. this country needs that. we need better people in the work force, the military needs people who are not overweight and obese and have their brains working at their best. >> gretchen: the other interesting thing you found from the study, it's not just what you eat. it's also the exercise and being active. so kids who were more active performed better on standardized tests. why? >> because of the brain, because of the impact that physical activity has on the brain. there is a part of the brain

where stores memory and it also is responsible for being able to hold attention. so we know that children who are physically active have better brain function. therefore, they perform better. >> gretchen: yet, three in four high school students are not active for the recommended 60 minutes each day. so again, something we need to work on with our teens. >> we have a lot of work to do and the schools need help. they need help from the parents, the community, the business leaders in the community. we are all in this together. that's what this report is saying, that if we can work together to create healthy school environments, the country will benefit significantly finance what i liked were some of the schools trying smoothies and blenders and when you gave the choice of yogurt and fruit together, that was actually the most popular for the kids. i was surprised by that. >> the good thing is, it's healthy. it includes special fruits and whole wheat, whole grain. so we now have the ability to

they were already laying off teachers. not true. and they also did go ahead and release something like 2 or 3,000 illegal aliens. the reason the sequester cuts went into effect was the fact that they could not come to a compromise on capitol hill. despite the fact that the republicans did compromise at the conclusion of last year and said okay. let's go ahead and raise rates for the most successful americans. >> brian: to the tune of $650 billion. >> steve: right. the president wanted a lot more. and they wound up with that number. it's interesting because yesterday on a couple of the sunday shows, a couple of prominent republican senators said, you know what? we will compromise again and we will agree to an increase in tax revenue if only it's part of a bigger bill. listen to this. >> we don't need to raise taxes to fund the government. we need to raise taxes to get our nation out of debt. we have $16.7 trillion in debt. we need to clean up our tax code to create jobs by flattening it

out. not fixing sequestration with more money. >> if we're going to increase revenue again, it's got to go to the debt with real entitlement reform and real tax reform where you actually lower rates and i think that none of that's been in this discussion. so absolutely, i think we need to do a big agreement for the country because we haven't dealt with the fundamental drivers of our debt, the entitlement programs. >> gretchen: who is tired of all these stop-gap measures? anyone? >> brian: who isn't? >> gretchen: i know i am. i think this is what so many americans are frustrated with right now is just that it seems to be one crisis after the next without any real long-term solutions. looking at the elephant in the room, which is the entitlement spending, you just heard those two republicans saying they were probably asked the question, hey, why are you against raising taxes? and their answer is, hey, we'd be into it, some sort of a compromise again, if, in fact, we're willing to look at the big issues that are facing america right now. brian, you brought up a good point in the first hour of our show today, it's a lot about

messaging in the sense that you shouldn't say it's cuts necessarily to these entitlement programs, but reform. different way of looking at it. fixing it. >> brian: yeah, because entitlements are the key. discretionary spending is actually down, believe it or not, because everything is going to automatic withdrawals out of our national account. so if you think, well, the president always has his critics and senator mccain is always taking him on and the speaker doesn't seem to get along with the president, this is much different now. so many people normally in the president's pocket like the "new york times" seem to be sounding off and calling out. for example, bill keller, in an op ed in his "new york times" says, the large mess we are in is no small part the result of missed opportunities and political miscalculation at 1600 pennsylvania avenue. so while we await the fate of yellowstone park and food safety, tongue in cheek, let's contemplate the road not taken by the white house, that is the high road. >> steve: yeah. and he also talks about how the president has missed a lot of opportunities, he's blown, he's been a terrible negotiator e. makes it sound like the

republicans got the better end of the deal. but says the president blew it with health care reform because he used up so much political capital and then he called for the super committee, the simpson bowles committee and okay, the results? he didn't pay attention to it. >> brian: yeah. >> steve: the president could have done something big like he promised 4 1/2 years ago, but nothing. >> gretchen: and when he gave his radio address on saturday, he continued to blame republicans for sequestration. quite frankly, he was the one last week who said that he didn't want to have the authority and the control to make the budget cuts in the way in which some republicans and democrats thought would be better suited than sequestration. he could have had the ability to do that, but said i do not want that authority. >> brian: i do think the defense department will feel some of the cuts. if they get the ability to cut where they want, they'll be okay. if they have to do the automatic cuts across the board, it's going to be problematic. but not problematic to the point where you can't gas up the uss harry truman to send to the persian gulf. >> steve: at the end of this month, the government is going to run out of money. so they've got to come up with

this continuing resolution, the cr. the good news is, the republicans have said, and it sounds like they're going to formally introduce a bill later today -- part of what they would like to do in the new bill would be to go ahead and give the pentagon the flexibility to move some of the money around. meanwhile in the senate, the democrats are saying, you know what? we kind of like that idea. let's steal that idea, only rather than giving the pentagon flexibility, let's have some flexibility with domestic programs. >> gretchen: how about that bill that somebody was proposing that unless you actually present a budget, you don't get paid? >> brian: that's coming up. >> gretchen: who is for that? >> brian: if they don't submit the budget, the pay gets shut off. >> gretchen: let's talk about a homeowner who actually took joe biden's advice. when joe biden said this about guns. >> as i told my wife, we live in an area that's wooded and somewhat secluded. said jill, if there is ever a problem, just walk out on the balcony here, walk out, put that

double barrel shotgun and fire two blasts outside the house. i promise you, whoever is coming in -- you don't need an ar-15. >> steve: okay. so then he doubled down on the shotgun thing when he was talking to field and stream. he said, quote, my shotgun will do better for you than an ar-15 because you want to keep somebody away from your house, just fire the shotgun through the door. >> gretchen: the only problem is there is a guy in virginia who took his advice and he saw two masked men outside, this is his story -- so he shoots a shotgun. guess what happened? he's now arrested because you can't do that. you can't do what the vice president was actually recommending, even his own son, who is the attorney general in his home state of delaware, advised his dad after he said that. dad, that'segal. >> steve: yeah. he was charged with wreckless handling of a firearm. >> brian: right. do you know tina samar? >> gretchen: no, i heard about her. >> brian: she's in the middle of this controversy at her health

david. you had one on one with the presidents before. but you also know when the president -- the other side of the white house, when you write something or do something they don't like. what did you experience? >> i got to tell you, there was this one incident and it was back in 2009, april 2009, the georgetown cross story at the time, i don't know if you remember it. president obama went to speak at georgetown and they removed this -- i say they. there was a removal of this monogrammed symbol that represented jesus christ and a lot of conservatives, especially a lot of evangelical organizations want to know, wait a minute, what's going on? why did the white house request the removal of this? it's a long story. the bottom line is, i tried to get an answer. i wanted a simple response of what was going on. in essence, what started as just some verbal frustration by the white house that i would even want a response about this story turned into a full fledged shouting match on the phone with some choice words, shall we say. and it escalated from there. it was a simple statement we wanted from the white house and

instead, it was a very prickly atmosphere. >> brian: then we find out as people come forward now, people from jonathan alta, who has been a friend of the white house e on a gotten frozen out because he did something or asked something they didn't like. the daily caller reporter who has come forward. ron for nier. bob wood word coming forward could be opening up the flood gates. don't you agree? >> absolutely. to a degree. when the whole wood word thing came out, i said, that sounds a little bit about like what they were doing to me and a few other journalists. this has been going on as an m.o., a method of operation by this white house since they started. i have four one on ones with obama in 2008. then i started to cover the white house in 2008 through 2010 and it seemed like there was just a turn in the relationship. not from any sort of personal. it was just more about a simple information that was needed and

it was just guilt trip after guilt trip and beyond that. then it started to turn into like i said, some sort of sequestration by the white house like why would do you something like this? how dare you? do you really want your journalistic career to be defined by this? it was like my mother giving me a guilt trip. i felt like i needed therapy. >> brian: people say was bob woodward threatened. the bottom line is, he was screamed at for 30 minutes for saying something even though he knew it was true. i was staggered to see in one of the stories how many other reporters said they had a huge blowup. phil plant had a huge blowup with the white house. what do you think could ever convince the white house to come aboard and know that not everybody is going to agree with them on every issue? >> i don't think there is anything to convince them. they are rabid defenders of this

live from detroit. good morning to you, brian. >> good morning. thanks for having me on. >> steve: we should also point out you're a member of the united auto workers and you work for ford as well. what has been going wrong with detroit for many, many years now? >> well, the short answer is they've had a population decline since 1950 when the population peaked around 2 million. they're now down around 700,000. they haven't reduced the size of government to reduce the cost. so the tax base isn't able to pay for the services and the unions have been -- the unions were fine when the population was expanding and they were able to increase their tax base year after year. but during the shrinkage, they haven't wanted to reduce the number of jobs and reduce the labor costs in detroit. now it's coming back to bite them. >> steve: we ran a clip a couple of months ago that showed that some of the folks in charge there, they were thinking, well,

you know what? we just got the president reelected. he owes us a bailout. but there are municipalities across the country that are realizing, wait a minute. the gravy train is over. we got to do it our self. but in michigan, it's not go to work because so far it has not. do you think this a good idea on the part of governor schneider? >> well, governor snyder is trying to help detroit. he's been trying to help detroit since he got elected and he actually campaigned as a republican in detroit and one of his issues was to help the city of detroit. but for years and years, detroit has refused help from the state. they just want a blank check and the governor refuses to just send money. the legislature refuses to send a blank check. and i've got to commend them for that. i'm also an aide, a district aide for state senator here in michigan, senator jack brandonberg. and he was quoted and it caused a little bit of a stir. he said the detroit city council is dysfunctional and blatantly
